摘要: 冷戰的結束改變土耳其在地緣政治上的戰略地位,區域的衝突也取代意識型態的對立,土耳其的外交政策也因此失去目標。在失去外交政策目標之後,土耳其經歷一段外交政策的不確定期後,2002年土耳其的正義與發展黨組成執政政府,開始與鄰國交好,並在2009年提出「零問題外交政策」,推動與周邊國家關係零問題。 本文嘗試理解「零問題外交政策」產出的邏輯脈絡,並透過分析層次,從國際、國家,以及個人三個層次來解釋,並找出「零問題外交政策」產出的原因,藉以解釋土耳其在冷戰結束後,外交政策歷經一段混沌-轉變-成形的過程。同時,本文也將介紹「零問題外交政策」的內涵以及成效。最後本文認為從三個層次分別可以解釋「零問題外交政策」產出之因,但是以國家層次的因素最具有解釋力。
The end of cold war had not only changed international system, but also transformed Turkey's geo-strategic status. After suffering a period of muddling through, Turkey's foreign policy became clearly and precisely. Since 2002, Turkey's new government formed by Justice and Development Party (AKP) has sought to make good relations with neighboring countries. Furthermore, AKP launched “Zero Problems Foreign Policy” in order to remain stable and peaceful relations with neighbors. This study aims to explore the rationale behind “Zero Problems Foreign Policy” through the level of analysis by checking this policy from different levels of system, state and individual. Moreover, this study also describes the contents and effects of “Zero Problems Foreign Policy”. In the end, it concludes that all three levels help to explain the causes of “Zero Problems Foreign Policy”, but the state level can explain the most.
