摘要:   相對於呈現寡占形態審計市場結構的歐美先進國家,中國的審計市場具高度競爭性。文獻指出資本市場缺乏對高審計品質會計師的需求是造成中國審計市場結構較具競爭性的原因之一,故中國政府為健全審計市場的機能及提升會計師審計品質與獨立性,自1990 年初期便開始持續推動一系列的改革與措施。   有鑑於中國審計市場的特殊性,本文將探討中國所推動「五年培育十家大型會計師事務所」政策,對接近前十大事務所門檻前後的會計師事務所,是否有降價承攬、購買審計意見的現象並對國有企業IPO 選任會計師事務所產生影響。   本文以2007 年至2011 年之中國在深圳及上海交易所發行的A 股上市公司作為研究樣本。排除金融保險與資料不全樣本後,採用OLS、Order Logistic 與Probit等方式檢測本文之模型。實證結果顯示接近前十大事務所門檻的會計師事務所會出現降價承攬的現象;然而,由於該政策施行時間過短,因此事務所尚未出現降低審計品質或購買審計意見的現象。此外,本文亦發現該政策會影響中央控制的 國有企業在初次公開發行或欲更換事務所時對會計師事務所的選擇,但並不會影響地方控制的國有企業對事務所的選擇。
On the contrary of oligopoly audit market structure in developed country, there’s a highly competitive market structure in China audit market. Previous studies indicated that the lack of capital market demand for high audit quality auditors is one of the reasons why the audit market structure in China is more competitive. Therefore, in order to improve the audit market and enhance audit quality and independence, China government begins to promote a series of reform since early 1990. China government recently promulgates a foster ten large audit firms in five years plan. So I would like to see whether the audit firms, which are close to the top ten threshold, will cut its audit fees for solicit business(low balling), opinion-shopping or influent auditors election of Initial Public Offering of state-owned enterprises. The samples are collected from the China A-share listed companies in Shenzhen and Shanghai Stock Exchange between 2007 and 2011. This paper is applying OLS,order logistic regression and probit regression to examine the models. I find that the audit firms, which are close to the top ten threshold, will cut its audit fees. However, due to this plan is just implemented for a short time; the effect is not obvious. In addition, we also found that the policy will affect the choice of the state-owned enterprises, which is controlled by central government, in the initial public offering or replace the firm of Certified Public Accountants, but does not affect the choice of the state-owned enterprises, which is controlled by local government.
