摘要: 入侵紅火蟻(Red Imported Fire Ant, RIFA)原屬南美洲物種,台灣係於2003年10月首度接獲紅火蟻通報案例,經証實臺灣乃繼美國與澳洲遭紅火蟻入侵後的新興國家。澳洲是因貿易全球化影響,於2001年發現紅火蟻入侵,而美國早在二次大戰期間,紅火蟻趁隙藉船運夾帶入侵,至今危害已逾半世紀,其影響範圍包括對人體健康、電器設備、農業以及野生生物等之威脅。 為免除紅火蟻帶來的危害,我政府相關單位已擬定全國紅火蟻防治三年行動計畫,期於三年內將紅火蟻完全撲滅,或將其密度降至最低。惟此火蟻防治政策之經濟效益為何?頗受關注。本研究乃針對此一課題加以探討。首先,經由國家火蟻防治中心提供的通報案例,獲知通報者大部分為一般民眾與農民,故透過美澳兩國曾用以評估火蟻防治政策效益之條件評估法設計調查問卷,詢問可能遭火蟻危害的一般民眾與農民,以及尚未遭火蟻威脅的一般民眾與農民,對於紅火蟻防治措施的每年願付價值(Willing to pay, WTP),俾進一步推估臺灣整體紅火蟻防治政策之效益。 經實証結果顯示:受危害的一般民眾與農民的WTP預期值分別為每位每年1260元與2210元,並假設桃園縣所有的一般民眾與農民遭受紅火蟻威脅之情境下,則桃園地區防治紅火蟻政策的總效益約為每年新台幣24億元。
The red imported fire ant (RIFA) has become one of the major pests to agricultural and household sectors of Taiwan since 2003. The Taiwan government in order to control the social economic and medical impact by RIFA, the Taiwan government established National Red Imported Fire Ant Control Center to implement the related policies and measures. The main purpose of this research is to estimate the economic benefit of Red Imported Fire Ant (RIFA) controlling policy in Taiwan. We utilize the Contingent Valuation Method (CVM) by designing a questionnaire and conducting a telephone interview for the household sector and agricultural sector for asking their annual willing-to-pay (WTP) for avoiding RIFA. The sampling size of household sector contains 63 residents who have been intruded by RIFA in Taoyuan County. And, 131 farmers are also interviewed in Taoyuan County. The empirical results show that annual WTP of the household sector is NT $1,260 and NT $2,210 for agricultural sector. Based on the simulation of Taoyuan County's household sector and agricultural sector under the risk of RIFA threatening, the benefit of RIFA controlling policy is estimated to be NT $2.4 billion.
