摘要: 中石化安順廠區(簡稱安順廠區),因前五氯酚工廠之管制不當,導致土壤遭受戴奧辛/呋喃嚴重污染,附近居民健康亦有受影響之疑慮。安順廠區戴奧辛/呋喃自污染源排放後,因人為以廢棄物方式不當棄置、雨水沖刷、地面水逕流及經大氣以乾、濕沉降之方式散布於附近環境中,造成周遭河川及漁塭底泥亦受嚴重污染。 為釐清大氣之乾、濕沉降機制對土壤中戴奧辛/呋喃之貢獻百分比,本研究針對安順廠區周界環境土壤及大氣中之戴奧辛/呋喃濃度,進行調查分析。為了解漁塭底泥及魚體中戴奧辛/呋喃含量之關係,並計算各種戴奧辛/呋喃個別物種之生物體對底泥之累積係數,本研究亦進行場址附近漁塭魚體及底泥中戴奧辛/呋喃樣品之檢測。 研究之結果顯示,大氣中總戴奧辛/呋喃之帄均濃度為1.24 ng Nm-3,而帄均總毒性當量濃度為0.0397 ng I-TEQ Nm-3。冬天大氣中戴奧辛/呋喃之總毒性當量有55.1%及44.9%分別存在氣相及粒狀物相iv中,而夏天大氣中戴奧辛/呋喃之總毒性當量有10.2%及89.8%分別存在氣相及粒狀物相中。大氣中總戴奧辛/呋喃之乾沉降及濕沉降通量分別為119.5 及82.0 ng m-2 year-1,而戴奧辛/呋喃總毒性當量之乾沉降及濕沉降通量分別為1.34 及1.07 ng I-TEQ m-2 year-1。推算安順廠區污染土壤之戴奧辛/呋喃總毒性當量,由大氣乾沉降及濕沉降貢獻之百分比只有0.02%。亦即安順廠區戴奧辛/呋喃污染土壤之主要來源,為過去五氯酚工廠中,含戴奧辛/呋喃廢棄物之不當棄置。 底泥及魚體中之總戴奧辛/呋喃毒性當量分別為0.28 至 66.4 ngI-TEQ kg-1 d.w.-1 及0.048 至 3.09 pg I-TEQ g-1 w.w.-1,顯示安順廠區附近魚塭亦受到戴奧辛/呋喃之污染。底泥及魚體中主要之戴奧辛/呋喃同源物為OCDD, OCDF, 1,2,3,4,6,7,8-HpCDF 及1,2,3,4,6,7,8- HpCDD。 底泥及魚體中總戴奧辛/呋喃毒性當量之迴歸分析R2=0.82,顯示底泥及魚體中之戴奧辛/呋喃毒性當量具統計學之顯著正相關。再者,虱目魚及吳郭魚之低氯數戴奧辛(如:2,3.7,8 TeCDD)同源物之生物體對底泥之累積係數(BSAFs)比高氯數戴奧辛同源物(如:OCDD)為高,如:2,3,7,8-TeCDD 於虱目魚及吳郭魚之生物體對底泥之累積係數分別為 0.00739 及0.00593, 而八氯同源物OCDD 之生物體對底泥之累積係數分別為 0.000207 及0.000277。各戴奧辛同源物之log Kowv及 log BSAF 呈現負相關,log BSAF 之高值出現在log Kow=7.0~7.5之範圍。 本研究並提出安順廠區整治之管制策略及魚塭底泥清理管制基準建議值,期能提供有用資訊,為維護環境品質並確保居民健康,盡一份心力。
Due to inappropriate control of pentachlorophenol plant, the An-ShunSite of the China Petrochemical Development Corporation (ASS-CPDC)was heavily polluted by the polychlorinated dibenzo- p-dioxins (PCDDs) and polychlorinated dibenzofurans (PCDD/Fs). In addition, the residents were worried about their health being affected by the above toxic substance.After the PCDD/Fs was discharged from the sources of ASS-CPDC and because of the inappropriate disposal of wastes, rain brushing off, surface water run-off and atmospheric dry and wet depositions, the PCDD/Fs were sprayed out to the environment and the ambient rivers and fish pond sedimenst were highly contaminated. In order to clarify the contributions of both dry and wet depositions on the PCDD/F contaminated soil, this study did the sampling and analytical work of ambient soil and air samples. In addition, for understanding the vii relationship between the PCDD/F contents in fish pond sediment and in fish and for calculating the biota to sediment accumulation factors (BSAFs)of individual PCDD/F congeners, this research measured the PCDD/F contents in sediment and in fishes, respectively. The experimental results revealed that the mean total-PCDD/F and total-I-TEQ concentrations in the ambient air were 1.24 ng Nm-3 and 0.0397 ng I-TEQ Nm-3, respectively. In winter, the mean total-I-TEQ concentrations were 55.1% and 44.9% in gas- and particle phase,respectively. However, those in summer were 10.2% and 89.8%,respectively. The mean atmospheric dry- and wet-deposition fluxes of total-PCDD/Fs were 119.5 and 82.0 ng m-2 year-1, respectively, while those of total-PCDD/F I-TEQ were 1.34 and.07 ng I-TEQ m-2 year-1, respectively.The contribution of total depositions of atmospheric PCDD/F-I-TEQ for ASS-CPDC was only 0.02%. The results show that the major source of PCDD/F for the contaminated soil was due to inappropriate disposal of wastes, the PCDD/F containing wastes were mixed with or dump in the soil and resulted in so high content of PCDD/Fs in the soil. The total PCDD/F I-TEQ level in sediment and fish of aqua farms close to ASS-CPDC ranged from 0.28 to 66.4 ng I-TEQ kg-1 d.w.-1 and 0.048 to 3.09 pg I-TEQ g-1 w.w.-1, respectively, meaning that the CPDC-ASS was a PCDD/F contaminated area with long-term exposure.viii The four dominant congeners in sediment and fish were OCDD, OCDF,1,2,3,4,6,7,8-HpCDF and 1,2,3,4,6,7,8-HpCDD. The regression analysis of PCDD/F contents in sediment and fish was 0.82 (R2), indicating a positive correlation between exposure to PCDD/F in sediment and fish. The BSAF values of low chlorinated PCDD/F congeners such as 2,3,7,8-TeCDD for Milkfish and Tilapia were 0.00739 and 0.00593,respectively, higher than those of highly chlorinated congeners like OCDD for Milkfish and Tilapia, which were 0.000207 and 0.000277, respectively.In addition, a negative relationship between log Kow and log BSAF for PCDD/F congeners was found and the highest values were observed at approximately Kow = 7.0-7.5. The results of this study proposed the control strategies for ASS-CPDC and established a feasible standard for PCDD/F levels in sediment of fish ponds. Hopefully, the results of this study provide useful information for maintaining the environmental quality and ensuring the resident health.
