摘要: Abstract India's space program is perhaps the most controversial one in the world. India, as a developing country, is encountering severe population pressure and suffering from many social problems such as the lack of infrastructures, social welfare, and high unemployment rate…etc. According to statistics, there are approximately 450 million people living in beggary, two third of adults are illiteracies, and more than one third of children are suffering from malnutrition. People have always thought that the right of developing space programs belongs exclusively to superpowers, given that developing a space program calls for mastery over a broad range of multidisciplinary technology, and requires long-term investment of resources,let alone its success is not always guaranteed.Therefore a question must be asked, that is why and how does India develop a space program of such a large-scale? Ever since the inception of human space program in the mid-20th century, space has been monopolized by a handful of countries, and its applications have always been restricted to military. India's space program, on the contrary, has been designed for social-economic purposes. As of now, India has made its space program one of the biggest civilian programs in the world, and has made great strides towards space commercialization. The development pattern of India's space program is indeed quite different from those of other space-faring nations', yet it still managed to become one of the most successful programs in the world following its own steps. And on top of that, India, to be able to compete with its regional rival, has recently begun to build up its military space capability, causing the so called 'Asian space race', and further becoming a factor that is able to affect regional security. Hence this paper aims to comprehensively discuss India's ambitions and projects on high-tech development. First, this paper analyze the background, pattern and projects of development of India's space program, attempting to understand its uniqueness. Second, it discusses the reasons why India turns to space militarization, and further probes into the progress of this movement. Last, this article observes the attitudes and responses of several space-faring nations towards India's move into space militarization, and its relevance with the current drafting of the International Code of Conduct for Outer Space, trying to get a deeper understanding about how India's space militarization will affect space security, and the future direction of international space regime.
摘要 印度的太空計畫或許是全世界爭議性最高的。身為一個開發中國家,印度面臨龐大的人口壓力,據統計,印度約有4億5千萬人生活於赤貧,全國有三分之二的成年人不識字,並且有超過三分之一的兒童營養不良。以一般人的認知來說,發展太空計畫應該是超級強權的專利,因為太空計畫牽涉的領域廣、需要的技術水準很高、耗費的資金、人力與物力都十分的驚人,那麼印度為何以及如何能夠發展規模龐大的太空計畫?從20世紀中頁開始有國家制定太空計畫以來,太空領域一直由少數的軍事強國把持,而對太空科技的使用也一直與軍事目的劃上等號。相反的,印度太空計畫的濫觴始於1962年,從一開始便是為了國內的民生與經濟用途。到目前為止,印度的太空計畫已經發展成世界上規模最大的民用太空計畫之一,並且在太空商業化上積極突破。 印度太空計畫的發展模式著實與其他的太空大國有很大的不同,然而她卻能照著自己的腳步,發展成為世界上少數幾個規模龐大的太空計畫之一,甚至在最近開始踏入太空軍事化的領域,成為足以影響區域安全的因素。因此,本文將全面性的探討身為一個崛起強權的印度,在高科技發展上的計畫及企圖心。基此,本文首先分析印度太空計畫的發展背景、模式與內容,理解印度太空計畫獨一無二之處;其次,探討印度太空軍事化的轉變原因,以及其發展的內容與現況;最後,觀察少數幾個太空大國對印度太空軍事化的態度及反應,並且探討其與國際太空行為準則(ICoC)之間的關係,深入了解印度太空軍事化對太空安全的影響,以及未來國際太空建制的發展。
