摘要: India, as an important state actor in the South Asia after independence in 1947, it engrossed itself to be as better as an impressive superpower in the international environment. This is reflected not only on the governance in subcontinent, but also extended to the marine sector such as Indian Ocean Region (IOR). As for the latter, establishing the thinking of strategy and naval forces would help India consolidate hegemony. However entangled with the border dispute in north, India has not put the issues of developing ocean as the core of defense, which makes the maritime strategy of India just stills in vision. The study aims to understand the logic and context of Indian maritime strategy through the strategic tradition, cultural background, and tries to discuss the views that hold by the political elite or thinker from the past to the present who discussed about India`s maritime strategic issues. To review the India1s maritime thoughts and doctrine in three difference periods, including: Ancient India, British India and Post Cold War as an analytical background. At the same time, it takes an example, how India responses to China`s Indian Ocean Policies, to observe the Indian Ocean strategic ideas and experiences, if providing the appropriate policy responses or inspiration. The study concludes that the importance of sea power of India is based on different era structures and on the premise of ensuring land security to enhance the use of the oceans, navy and related policies. Although continental doctrine still has powerful position than the ocean in India strategic thought, the latter has increased its value recently. Influenced by traditional ideology on strategy, Indian maritime strategy required to develop the military forces and to expand the role of navy internally; on the external front, India has tendency to use the balance of power by defensive strategy and to establish a strategic fulcrum in Rim-IOR to balance, counter or impede the threat from beyond, rather than maverick way.
身為南亞地區的重要國家行為者,印度在獨立後,便汲汲地把自己建設成一個有聲有色的強權大國,這不僅反映在印度於次大陸上的治理,同時也拓展到印度洋的領域。之於後者,建立海軍以及海洋的戰略思考,都有助於鞏固印度在此的霸權地位,不過糾結於北方的領土安全,印度始終未把海洋的發展當作國防的核心,建構適宜的海洋戰略也僅停留在願景的階段。即使具備了這樣的野心,面臨的海洋的開放性,印度的霸權地位也未必成為不受侵犯的保證,其中中國很顯然的被認定為這樣的存在。 本文嘗試透過印度戰略傳統與文化背景的角度,來理解印度對於海洋戰略論述的邏輯脈絡,探討從過去至今,印度政治菁英或思想家如何談論海洋或相關的戰略,因此將分別檢視古印度時期、英屬印度時期以及後冷戰時期的印度海洋思想與學說,並以此做為研究當代印度海洋戰略的參考與文化傳統背景。同時本文也將探討印度政府如何透過海洋領域的範疇來回應盡1、20年來中國興起的印度洋戰略,以觀察上述三個階段時期的海洋戰略之思想與經驗是否提供了相應的回應措施與政策靈感。 最後本文發現,印度是否重視海權的建設乃根據不同時代的結構需求而有所轉變,並係在不鬆懈陸路安全發展的前提下,提升海洋的使用、軍力與相關政策,儘管海權並未超越印度既有的大陸主義,但卻有逐漸被受重視的趨勢。此外受到傳統的戰略思想與文化影響,印度的海洋戰略對內要求發展海軍軍事,並從事海軍角色的能力擴張;對外則傾向透過權力平衡的守勢策略,以及建立海洋區域內戰略支點的方式,來平衡、制衡或牽制國家所面對的海洋區域行為者之威脅。
