摘要: 近年來隨著南亞地區氣候變遷與人口成長,水資源成為該地區最重要的安全議題之一。其中,發源於喜馬拉雅山系的大河水系不僅是南亞國國家的經濟命脈,更攸關民生發展與國家安全。而水資源安全屬於非傳統安全範疇,加上河川的跨境性與連結性使流域內的各個行為者皆禍福相依。 其中,流經中國、印度與孟加拉的布拉馬普特拉河屬於國際河流,有別於地區內其他國際河流具有多邊治理機制或是條約規範,目前流域內三國針對布拉馬普特拉河流域的水量分配各自有其利益與需求,並透過權力的使用與其他流域國家各自發展出互動模式,牽動流域局勢與南亞區域安全的發展。 是故,本文主張流域內臨岸權力不對等是阻礙流域國家發展多邊治理的主因,並且將以「國家」為分析層次,並且分析國家臨岸權力從國家建設與政策及議價能力進行三國在流域內的權力值分析,進而推導出流域的權力分配。在國家互動模式方面,本文透過河川事件的二手文獻整理與分析,分別討論中印、印孟與中孟的在布拉馬普特拉河流域內的雙邊互動發展與博弈,最後結合三段關係的發展觀察流域的現勢及未來發展。
