DSpace CRIS
DSpace-CRIS consists of a data model describing objects of interest to Research and Development and a set of tools to manage the data. Standard DSpace is used to deal with publications and data sets, whereas DSpace-CRIS involves other CRIS entities: Researcher Pages, Projects, Organization Units and Second Level Dynamic Objects (single entities specialized by a profile, such as Journal, Prize, Event etc; because any profile can define its own set of properties and nested objects)

| dc.description.abstract | 自1949年，兩岸分裂分治以來，追求政治存在與國家身份成為雙方的目標，除了官方的邦交關係之外，聯合國的席位亦具有代表意義。由於非洲國家數量眾多、政經實力不足，遂成為兩岸外交競逐的場域，透過對非洲國家的援助(foreign aid)，試圖拉攏非洲國家以獲取政治支持。冷戰期間，台灣以「先鋒案」的農業技術援助展開對非洲國家的援助，而中共則依循其意識型態輸出革命與大規模建設，以爭取「一個中國」代表權。冷戰後，國際環境轉變與台灣整體條件改善，又掀起另一波在非洲的外交戰爭，台灣開始積極進行「追求邦交承認」及「尋求參與聯合國支持」，並積極對非洲進行援助以追求外交政策目標。中共則除了與台灣進行外交競逐外，對非洲援助的目的與以往不同，更重視國內經濟發展與追求大國地位的目標，其對外援助方式除傳統的無償援助與優惠貸款外，政府貼息優惠貸款成為對外經濟援助的主要形式。 由於兩岸皆對非洲採取經濟援助政策以求達到各自的目標，本文將藉由國際環境因素、國家利益考量、國內政治結構與決策者等分析因素，探討兩岸過去的經援歷史及轉變過程，將兩岸對非洲的經濟援助戰略作整體的回顧與分析。最後將兩岸在對非經援政策上有何差異作比較，試圖探詢兩岸在經援政策戰略中的影響因素，發展過程中的限制與異同之處，並且對於兩岸的對外政策發展提出有效解釋。 | zh_TW |
| dc.description.abstract | Since 1949, when the cross straits were divided and governed separately, both the governments on Taiwan and China has pursued foreign policies aimed at consolidating their political existence and building the national identity. Of significant relevance for these foreign policies were the quest for recognition, the establishment of diplomatic relations and the right to represent China in the United Nations. According to the large number of countries on the African continent and widespread poverty, this region became a competition field for both China and Taiwan; therefore, foreign aid has been a tool to attract support of African countries. During Cold War, Taiwan launched its foreign aid campaign to African countries with “Operation Vanguard” agricultural technical assistance program, while China based its strategy in Africa on exporting its ideological revolution and supporting extensive construction, making it conditional on adoption of a “One China” policy. Following the end of Cold War, and the subsequent changes in the international environment, which were accompanied by increasing level of economic growth in Taiwan, the diplomatic war of the two parties in Africa reached new altitude of intensity. On the Taiwan side, two main political lines were pursued in Africa: seeking new diplomatic recognition and rallying support for participation in the UN. China, aside from continuing the diplomatic war with Taiwan and striving to garner support for its “One China” policy, has paid increasing attention to boost domestic economic development and to enhance its international role to achieve the status as a “great power”. It thus adapted its foreign aid policy to suit the new concerns and encouraged Chinese companies to invest in Africa by offering financial incentives such as low interest loans. As both parties use foreign aid to advance political goals, this thesis considers their aid policies in relation to four different levels, including: international environment, national interest, domestic politics, and leaders. It examines these factors with respect to both sides in order to explain their past and current foreign aid policies as well as to provide a better understanding of the way these factors influenced changes of foreign aid policies. Differences and similarities of aid policies of the two straits as well as constraints in the development of such policies are also to be explained. | en_US |
