冷戰後區域主義興起，使得區域安全成為全球治理的核心。後冷戰時期，牽動東北亞區域的大國勢力，如檯面上的美國、中國、日本、南北韓及位居幕後的俄羅斯，彼此利益重疊又易發衝突，在安全議題上關係更是密不可分。本文首先探討東北亞區域安全機制的發展，主要是討論其背景及安全機制之定義，以及合作之重要意涵；其次，介紹東北亞區域安全的挑戰─北韓核武危機、日韓的獨島(竹島)主權爭議、日俄的北方四島對峙，以及釣魚台島嶼問題的形成背景與對此區安全之影響，進而探討冷戰後的東北亞安全機制，分別以美國參與的亞太勢力，以及非美國參與的東亞勢力，分析雙邊、多邊對話以及主要安全機制發展，最後發現美國和中國在東北亞區域對於解決安全之挑戰，其扮演的角色與功能有限。區域強權必須克服區域安全的障礙，才能使得安全機制持續作為維護區域和平與穩定的戰略利益。

After the cold war, the rise of regionalism has developed making the regional security become the core of global governance. In the post-cold war period, great powers affect Northeast Asia region, such as the United States, China, Japan, South and North Korea, and Russia. Their interests overlap, vulnerable to cause conflict, and they are inseparable from security issues. First, this study introduces the development of Northeast Asia regional security regime. It mainly discusses the background, definition and the important implications of cooperation. Second, this study illuminates challenges of Northeast Asia regional security ─ North Korea nuclear cricis, Japan and South Korea''s Tokdo (Takeshima or Liancourt Rocks ) dispute over sovereignty, Kurile Islands (Northern Territories) of Russo-Japanese confrontation and the Diaoyutai islands (Senkaku islands). It further explores Northeast Asia security regime, one is U.S. participation of Asia Pacific forces, and another is non-US participationof East Asia forces. It analyzes bilateral, multilateral dialogue and the development of the main security regimes. Finally, it concludes that for solving the challenges of regional security in Northeast Asia, both the roles and functions of United States and China are limited. Regional powers must overcome obstacles of regional security in order to make security regimes as the strategic interests to maintain regional peace and stability.
