摘要: 
水資源是重要的環境資源之一,確保水資源的品質是水污染防治工作的主要目標。近年來因產業的發展所產生之污染物質不斷增加,造成許多河川、湖泊、地下水體之嚴重污染,不但破壞生態平衡與自然環境,亦危害人體健康。而本文在於分析民國82年、87年、93年這三個時間點所補修增訂之水污染防治法對台灣毛豬產業生產力之影響。實證分析水汙染防制法的規範對養豬業生產力之影響程度大小為何,以期做為政府擬定產業政策及法規修訂時之參考依據。
根據實證結果發現三次的修法中,唯有民國87年的修法會對養猪業之利潤造成不利的衝擊,且民國87-97年間的養猪業生產力平均為-9.17%,另外,修完法的初期對養猪業生產力的影響程度較大,但隨著時間的經過,其影響程度會稍微降低。此外,再由87年的環境虛擬變數的估計值來推估民國87年政府若無實施水汙染防治法的情況下養豬業的利潤水準,若在無實施水汙染防治法的情況下,則養豬業所能獲得的利潤明顯的高於有實施時的利潤值,其最大的差距甚至超過179億元。由實證結果得知,82年與93年的放流水排放標準對養豬業的利潤無顯著的影響效果,僅87年的放流水排放標準會降低養豬業的利潤水準。這可能意味著僅變動COD的排放標準,並不會對養豬業的利潤有任何影響效果,而管制標準要設定多少數值,才能對養豬業的利潤有所影響,仍有待討論之。
