摘要: 
水土保持計畫施工檢查及完工檢查是為了確保水土保持工程的施作能與設計相符而達到減免災害的目的,亦可以從施工檢查發現設計上的缺失或審查的缺失而要求改正,進而使整個水土保持工程更臻完善。
本研究主要利用問卷調查以及現場案例的蒐集,將水土保持計畫施工檢查及完工檢查常發生之問題予以統整分類,進而分析提出看法以及建議,以便提供專業技師與相關從業人員參考,避免再犯相同的錯誤,藉此提升水土保持計畫與工程之品質及效率,避免浪費過多的行政資源。
研究中問卷調查分析結果與現場案例蒐集分析結果大致相符,研究結果發現於完工檢查時各項目問題發生頻率明顯較施工檢查小,顯示施工檢查確實能及時發現缺失然後改進,提升水土保持工程品質;不論是臨時性或永久性水土保持設施,滯洪沉砂設施(包含尺寸與設計不符、未清淤等…)及植生工程為問題最常出現之項目,問題發生原因有設計及監造兩方面,而目前施工檢查及完工檢查問題產生最大之處為監造技師常常失職,沒有盡到監造之責任,這是未來要特別注意的地方。

Construction inspection of soil and water conservation plan is carried out to ensure the construction following the design and to achieve the purpose of disaster relief. From the construction inspection, The mistakes in construction inspection and plan review can be found. Also, it makes the treatment and maintenance better.
In this research, I use the surveys and the collection of samples of the scene to collect and analyze the problems that occurring from time to time in construction inspection of soil and water conservation plans and then sort out the views and propositions for engineers as reference in order not to make the same mistake. Thus the quality and efficiency of soil and water conservation plan could be promoted and the waste of resources could be reduced.
The results of the surveys and the collection of the on-site samples are generally matched. From the research, We can find that the mistake occurring in find inspection are relatively less than the inspection during the construction. The construction inspection can indeed let us find the flaw and correct it in time, so the quality of soil and water conservation plan could be promoted. No matter if it's temporary or permanent measures, detention and deposit pond and vegetation engineering are those that problems happen the most. The reasons of the occurred problems are based in design and construction supervision, and the main problem of construction inspection for now is caused of the dereliction of the professional engineer. So that's what we should be specifically aware of in the future.
