摘要: 
本研究以屏東縣獅子鄉獅子村之山地部落為研究試區,利用DEM資料及相關法規劃定部落環境敏感區,包括陡峭、濱水、禁限建、土石流潛勢及崩塌等區位,套疊各環境敏感區後進行危險區位分級,進而以內政部國土測繪中心之土地利用圖資,探討獅子村各危險區位分級與土地利用之關係,另以土地管理理念檢視獅子村土地使用編定情形,以不同面向檢討獅子村山地部落土地利用現況。
分析結果顯示,獅子村山地部落環境敏感區位中以陡峭區位所占面積最廣,占全村面積之47.1%;危險區位分析結果一級環境敏感區占全區面積之46.41%,主要為坡度陡峭區,危險區位土地利用以森林使用為主占95%,農業使用次之為1.95%;惟尚有0.02%面積為建築使用,建議檢討此危險區位防災措施並應作退縮或遷移;另以土地使用編定檢視土地使用情形,獅子村所占面積最廣之林業用地中97.08%面積為森林使用,僅有部分面積違規使用,需回歸造林以確保國土安全,所占面積次之的農牧用地未完全開發,尚有59%面積為森林使用,可見獅子村大多土地仍保留原始地形地貌,除一般農業使用情形外,違規使用情形比例低,此部分僅需回歸土地容許使用即可。
本研究透過環境敏感區位分析,俾了解環境與部落土地利用的關係,提供資訊使部落居民得以退縮方式避開危險區位,再以SWOT分析獅子村部落發展潛力與限制,基於SWOT分析結果及當地原住民生活背景給予土地利用建議,使資源匱乏的山地部落除了能使居住安全受到保障外,更同時可達到促進部落發展之目的。

The mountainous tribe at Shizi Village in Pingtung County is selected as study site. The research approaches are based on the DEM data and related laws to delineate the spatial distribution of environmental sensitive areas (ESA) including steep sites, riparian zones, prohibiting construction location, areas affected by the potential debris flow and/or landslide area. Both the classification of the dangerous levels derived from the ESA and the land use data collected from the Land Surveying and Mapping Center to examine and discuss the relationship between the dangerous levels and the land use status of Shizi village.
The results show that the ESA in the mountainous tribe at Shizi village are mainly occupied by the steep sites which are accounting for 47.1% of the village area, and the areas which belong to the first degree of the ESA, mainly distributed at the steep sites, are accounting for 46.41% of the ESA. The main land use of the hazardous sites is forestry which accounts for 95%, follows by the agriculture 1.95% and the buildings 0.02% of the areas of the first degree of the ESA. The sites of buildings in the first degree of the ESA are strongly recommended to review the disaster prevention measures if necessary should give them back to the use of forestry. The analysis of scheduled land use depicts that forestry occupied about 97.08% of the scheduled use in Shizi village, and only small parts of the area are illegal. They need to return to the scheduled use to ensure homeland security. The agricultural and pastoral lands are not fully developed, and about 59% of the area is remained forestry. This shows that most of the Shizi village still retains the original topography, which with the properties of agricultural use and low proportion of illegal use, and only needs to return to the content of allowance land use.
This study aims to let the researchers of Shizi mountainous tribe understand the relationship between their own environment and land use through the ESA analysis, and to hope that the residents can use the retreat way to avoid the dangerous location. The development potential and limitation of the Shizi tribe are acquired by using the SWOT analysis. A sound land use project was recommended in this study for the reference of resource-poor mountainous tribes in residential security and improvement of tribal development.
