摘要: 
河川污染問題長久以來即受到了政府的重視,為了解決污染問題,政府已從早期的污染源排放濃度的管制,到了近期的污染源的總量管制,同時考慮環境之涵容能力與自然代謝能力,以更有效的管理污染問題。公部門除了加強各類水污染源稽核管制外,亦特別針對境內各種事業單位及新開發杜區污水下水道系統水污染源之排放許可執行查核管理,並對其水處理設施操作之實際狀況進行查核及輔導。此外,水體水質監測最直接的效益在於提供水體品質相關資訊,並提供各界瞭解週遭水體環境現況,喚起
社會大眾關心水環境保育的意識,進而達到保障民眾親水、用水安全之目的。
行政院環境保護署為擴大河川績效管理,整合原有河川水質監測數據及評鑑制度,藉由全國河川環境績效評鑑制度建立,逐漸取代既有河川考評,期望統一針對水質清淨程度、水岸環境活化、流域生態環境、民間投入參與、政府行政管理等五大面向,進行綜合評鑑,導引地方逐步努力,
達到河川「不缺氧、不發臭及水岸活化」之最終目標。
本研究以旱溪為例透過環境績效指標五大面項,來探討績效指標建構及執行可能產生的問題;藉由回顧公共政策、績效評估與指標的相關文獻
來分析績效指標的困境,同時輔以現場環境探討指標對於現況評估之適用
性,並提出改善建議以作為未來施政措施之參考。

The Government has paid much attention to the problem of river pollution over a long period of time. In order to solve the pollution problem, the Government's policy has advanced from the pollutant discharge concentration control in early stage to the total quantity control of pollutant recently; meanwhile, the Government considers the environment's assimilative capacity and natural metabolism ability to manage the pollution problem more effectively. In addition to strengthening the inspection and control of all kinds of water pollutants, the Government also specially aims at all sorts of enterprises within Taiwan and newly-developed communities to execute the inspection and management of sewerage system water pollutant discharge permit, and implements the inspection, guidance and assistance of actual condition of operation of water treatment facilities. Besides, the most direct benefit of water body water quality monitoring is providing the relevant information of water body quality for all circles to understand the surrounding water body environment's present condition to arouse the people's consciousness of caring for the water environment conservation, and achieve the goals of inviting people to be close to water and protecting the water use safety.

For expanding the river performance management, Environmental Protection Administration, Executive Yuan has integrated the original river water quality monitoring data and appraisal system, established the national river environment performance appraisal system to gradually replace the existing river evaluation, expecting to do the comprehensive appraisal aiming at five dimensions of water quality clean degree, waterfront environment activation, basin ecological environment, civil involvement and participation, and government administrative management to reach the final target of river's “not being oxygen deficient, not becoming stale, and waterfront activation.”

The research took Han River as an example, explored the possible problems of the performance index construction and execution via five dimensions of river environment performance index, analyzed the predicament of constructing performance index by means of reviewing the relevant literature of public policy, performance evaluation and index, evaluated the appropriateness of the on-site environment exploration index, and put forward suggestions of improvement as the reference of future administrative measures.
