摘 要
由於國人生活水準的提昇,對飲用水的品質要求愈來愈高,民眾普遍反應自來水口感不佳、有藥水味、煮後會有白色沈澱物等,以致對自來水信心不足,遂轉而購買礦泉水、山泉水或包盛裝水作為飲用水,造成加水站如雨後春筍般,在街頭四處林立。本論文以三十家加水站為對象作現況調查,深入了解台中、南投地區加水站業者及衛生單位管理之情形及適用之法律概況。
根據調查訪談結果發現,僅南投縣有制定加水站相關管理條例;81.8%的加水站無「水源水質檢驗合格證明書」;63.6%的加水站其水源係來自外縣市;63.3%的業者未於明顯處張貼「應煮沸、勿生飲」之警語;31.8%的水源來源不明;26.7%的加水站未張貼「負責人姓名及連絡電話」;23.3%之貯水槽無遮蔽;近二年之水質抽驗不合格率高達10%~46.7%;30處加水站之貯水槽及加水槍無保養維護記錄。由此推知,加水站成品水質可能於源頭或運輸過程中受到污染;濾心、貯水槽及管線無定期更換、清洗、消毒;貯水槽暴露於陽光下,亦是不合格率偏高之原因。最後針對現有之缺失,研擬改善措施並建立檢核表,俾使業者之自主管理更趨完善,並提出若干建議,供主管機關參考。

Abstract
People demand more for drinking water quality while living standard getting lifted. When popular opinions about tap water go as“bad-tasting”,“sanitizer-smelling”,“after-boil sediments”,and so on, people turn to Mineral water, spring water, or packaged water, due to this lack of trust. Meanwhile, water stations have therefore mushroomed in many areas. This people is based on current investigation on 30water stations in Tai-Chung and Nan-Tow area, aiming to task a closer look into their management, as well as the control of hygiene administration, and the related law enforcement.
According to results of investigation, Nan-To county government is the only one has laid down a regulation upon water-station controls; 81.8% of water-stations are running without “certificate for water source and quality tests”; 63.6% of them have their water come from different source as being claimed; 63.3% of them haven't posted on obvious places the “Drink after Boiled” sign; 31.8% of them offer their water with no definite source; 26.7% of them fail to put on “names and telephone numbers of people in responsibility”; 23.3% of them leave their tanks with no covers; a 10% to 46.7% fail percentage in water quality tests is reported in the past two years; and a total 30 water-stations haven't kept maintenance records for their tanks and nozzles. Basing on this, water-stations may offer products contaminated from source or/and during transportation; filters, tanks, and tubes are not renewed, cleaned, and sanitized regularly; tanks being under direct sunshine is also one of the reasons why a high fail percentage has turned out. Finally, aiming at present defects, methods of reformation and check list forms are speculated in this essay, in the hope to improve owner's self-control to their water-stations, while presenting some suggestions which the administration in charge may take into consideration.
