地理資訊系統應用於森林遊樂區土地使用分區之研究~以八仙山森林遊樂區為例

Abstract

森林遊樂區內具有豐富的自然資源，除可提供遊憩環境外，更是影響森林遊樂區土地 使用分區的重要因子。本省國有林森林遊樂區依森林遊樂區設置管理辦法，將遊樂區 土地使用分區區分為遊樂設施區、營林區、景觀保護區、森林生態保育區，但未敘明 各分區劃設的環境特性與方法﹐容易因規劃者直覺的判斷，造成不客觀的土地規劃。 地理資訊系統所提供的分類、環域分析、套疊分析等空間分析功能，可有效地處理空 間資料﹐是輔助多變量分析的最佳工具。在多變量分析方法中﹐因素分析﹑群落分析 和判別分析是處理空間資料相當有用的方法。 本研究結合地理資訊系統的空間分析功能與多變量分析方法，進行八仙山森林遊樂區 土地同質區的劃設﹐利用因素分析將影響森林遊樂區土地分區的變數簡化為5個共同因 子﹐並區劃為5個同質區，分別為：非森林覆蓋區、遊憩發展區、自然環境區、適宜造 林區、景觀發展區，同時擬定各同質區之土地管理策略，作為未來森林遊樂區土地使 用分區之參考依據，以適地適性的經營，達到林地永續利用的目的。

There are rich natural resource in forest recreation area. Forest resources provide various types of recreational environment and are important factors of land use zoning in forest recreation area. They classified national forest recreation area into four zones,which included recreation facility area,economic forest area,landscape protection area and forest ecosystem conservation area. What the skeleton of environmental characteristics and methods of land use zoning is not easy to be understood,so a planner can''t have a reasonable decision making and planning to classify of land use. Generally the decision making and judgments are coming from intuitive,not objective. Geographical Information Systems are excellent spatial database and powerful tools for classification, buffer analysis and overlay analysis. We could get spatial data and attribute data to do a series multivariate analysis, which included factor analysis,cluster analysis and discriminate analysis for spatial information. In the study, I combine the spatial analysis function of GIS and the multivariate analysis to classify land homogeneous zones in Pahsien-Shan forest recreation area. I simplified the influenced factors of forest recreation area in land use zoning with factor analysis. There are fove homogeneous zones in the classification,which included nonforest cover area,recreation development area ,natural environment area, suitabl reforestation area amd landscape development area. I try to develop the proper land management strategies for different land use zoning according to different charactistics of homogeneous zones. The results showed that we could make proper management of different forest land for the sustainable use purpose.
