台灣地區大專森林科系畢業生人力資源運用現況調查之研究 __以75-78年班為例

Abstract

為使人力資源能充份有效的運用，就必須對人力資源作完善的開發、分配 與運用。人力資源的開發簡言之就是教育，教育對國家而言就是一種投資 ，而其效益反應在「運用人力資源，以促進國家經濟成長」。而人力資源 的分配的意義，就個人而言，乃職業選擇，就整個國家社會而言乃「適才 適位」。而人力資源的運用乃個人在工作崗位上，竭盡所學貢獻心力。若 教育的投資與人力運用不能配合，不但會造成教育投資的浪費，而且還會 遏止經濟的成長。從民國60年代開始，林業生產逐漸末落，森林科系畢業 生的就業管道日漸狹窄，所以教育機構所培育的高級林業人力面臨了開發 （教育）與運用不能配合的狀況，因此，林業人力林學非所用的問題日益 嚴重，有待我們林業教育體系有所變革。本研究的目的，在於探討台灣地 區大專森林科系畢業人力運用現況，以75-78 年班大學與專科畢業生為調 查對象，實施郵寄問卷調查。經由資料分析之後得到以下結果：１ ．75-78年班大專畢業生在畢業多年的失業率為４．１３％，學用低度相 關者佔６２．６％。２．森林科系畢業生在就業市場所叢事和林業有關者 只佔３４％，可見學非所用問題非嚴重３．從畢業生的調查意建反應中得 知，在課程的安排方面應考慮學生將來就業上的需要，理論和應用並重， 並應擴大其選課彈性空間。４．從就業市場供需的情形，將來森林科系的 招生名額不宜增加。

In order to promote the growth of economy by employment human resource sufficiently and effectivenessly , it must to do perfect in the development of human resources ,in the allocation of human resources and in the employment of human resource. The of human resource ,speak in a word is education. At the view of country,the education is an investment whose benfit reflects employing the hunman resources to promote the growth of economy. the investment of education and the employment of human resource couldn''t match , it would not only cause to waste the investment the education but also suppress the growth of the economy. The purpose of this study is to investigate the condition of employment of the manpower resource from college of foresty''s graduates in taiwan . Sampling foresry''s from graduates of universities and in 1986-1989. We use the questionnaire survey method by mail. conclusions and suggests are as follows:１．The unemployment rate is 4.13％ about the graduate, learning-and-applying relationship is low having 62.6％.２．The foresty''s graduates have to do with forestry having so the problem that learning- and-applying can not accord is seriously.３．Form the opinion of graduates , we know the arrangement of curriculum must consider the need of employment,lay equal both on the theory and practice,broaden the subject to for students.４．According to the current demand and supply situation of market , we suggest that should not to increase in for forestry''s college.
