Conflicts on the Power-Duty of Forestry Management Programs between Different Agencies -A Case Study of Wuling Area

This study deals with conflicts of the power and duty between four agencies, including Hsuehpa national park headquarters, Tungshih forestry district office, Wuling farm, Taichung county government. The investigation attempts to find their sources, solving methods, intensity levels and organizational behavior model of conflict. This study was carried out by questionnaire, visitation of face to face, collecting data and events and so on, and the analysis involved descriptive statistics, t-test, the one-factor analysis of variance, correlations.
The results were shown as follows:
1.The conflict of land was the most resolution. The relationship of Hsuehpa national park headquarters was the worst with other agencies. The intensities of conflict were about Ⅰ─Ⅱ. The solving methods of conflict were taken as harmony and cooperation.
2.According to the priority of conflict they are politics and laws, outside environment, organization systems, management policies, and personal factors. There were significant difference about the identify with levels of different education for personal factors. Also significant difference about the identify with different agencies for personal factors and. politics and laws were found in this study.
3.When politics and laws changed, personal factors and the factors of outside environment and management policies will be adjust. Equally, when outside environment and sociality improved, organization system will be change. By using the fundamental theories, questionnaires, and collecting data it can draw up conflict model of organizational behavior.
