For a long time library services of the elementary schools developed slowly due to the deficiency of funds and human resources. The phenomenon is also easily ignored or neglected by the public. The emergence of Blog brings new opportunities for the elementary school libraries with its attributes of low cost, low technique and easy interaction. The purpose of this study is to probe into Blog applied an information literacy program in elementary school libraries from different perspectives: students' behavior on Blog usage, students' learning behavior during the program, and opinions of students and the librarian teacher toward the program results.

The study employs methods of literature analysis, an information literacy teaching plan, questionnaires, and interviews. A model of “Unified Theory of Acceptance and Use of Technology” served as the research theory basis to investigate student behavior on Blog usage in a case study at Nan-Yang Elementary School in Taichung County. A total of 71 copies of questionnaires were sent to three sixth-grade classes and 66 valid questionnaires were collected with a return rate of 92.9%. Interviews were conducted with fourteen students and the librarian-teacher in order to gather further opinions on applying Blog into the information literacy program. It was found that prior to the study as high as 90% of the students heard of the Blog and 60% of them used the Blog. The case study findings were as follows:1.Students showed positive attitudes in their acceptance of Blog usage which were very helpful to applying Blog in the promotion of information literacy programs. 2.Students' interests in reading could be enhanced by their sharing and interactions through Blog. 3.Positive influences in raising students' learning through the information literacy teaching platform were found. 4.Teacher-librarian perceived positive impacts in applying Blog in promoting information literacy activities in the elementary school library.

Based on results of the study, the author made the flowing suggestions: 1. Applying Blog in promoting reading activities and other information literacy courses in libraries to be continued and extended. 2. Content and target groups of information literacy courses on the Library Blog to be extended continuously. 3. Librarian-teacher to coordinate vigorously with other teachers to promote the Library Blog and make it central to information literacy learning in the school community 4. Libraries to invite parents to join the information literacy activities on the library blog, not only to promote library information literacy programs, but also to show achievements of students' learning.
