中國邊境旅遊政策之研究

Abstract

Since 1978，China reform and opening，it actively has integrated into the international community. The strategic objectives of China's good-neighborliness diplomacy are to transmit China's development not to be able to pose the threat to any country. Improving the relationship with the neighboring countries turned out to be the priority task for China. International tourism has become more and more important for the development of global and regional economy. International tourism has been an important way to mold the national political image，economic image，culture image. Chinese outbound market has been rapidly growing along with the development of China's economy. China has the highest number of outbound tourists and the largest amount of overseas spending, making it the world's greatest outbound tourism market source。In 2014, Chinese outbound tourists arrivals reached 107 million. Border tourism is one important part of international tourism . It not only can prosper the economy of border area，but also promote the border residents' friendship，consolidate the border stability. This study follows diplomatic policy view of good neighbor, secure neighbor and well-off neighbor to discuss the China's border tourism policies and the challenge they might face.

中國自1978改革開放後，積極融入國際社會，其睦鄰外交政策的策略是向國際社會傳達中國的發展不會對任何國家造成威脅，並以改善與週邊國家的關係成為首要任務。由於全球及區域經濟發展，國際旅遊已變的愈來愈重要，成為形塑政治、經濟、文化形象的一種途徑。中國出境旅遊人次，隨著中國經濟發展快速成長，擁有世界最多出境遊客及消費能力最高的國家，並成為世界最大的出境旅遊客源市場，2014年中國公民出境人次已達1億7百萬。邊境旅遊是國際旅遊組成一部分，發展邊境旅遊可繁榮邊境地區的經濟，促進邊民間的友誼，及鞏固邊疆的穩定。本研究目的是以睦鄰、安鄰、富鄰的外交政策觀點，探討中國邊境旅遊政策及所面臨的挑戰。
